ACC says W358 and R19-4 contain the same license plates, but that is not true

R19-4 has 30 cards, but only 29 are included in V358 - Oklahoma was excluded

V358 adds 19 plates not included in R19-4
.....4 additional USA plates - Georgia, Maine, New Hampshire, & US Virgin Islands
....10 Canadian provinces/territories added -
       Alberta, British Columbia, Manitoba, New Brunswick, Bova Scotia, 
       Ontario, Prince Edward Island, Quebec, Saskatchewan, & Yukon Territory
.....6 plates from around the world added - 
       British Guiana, British Honduras, England, Istanbul (Turkey),
       Sweden, & Trinidad and Tobago

It has been discovered that two different back variations exist for most of the Canadian Province cards.
The Canadian Province cards that were simply pirated from Goudey sets (ie the '37 Goudey Yukon Territory)
were not modified (other than to change the years on the World Wide Gum plates) because the backs of the 
Goudey cards had all the information.Hence there is only one variety of each of those cards.
